Invent the cup
Duneport has a water problem, available daytime solar power, limited land, and a desalination plant that may be able to operate when electricity is plentiful. A good proposal connects those facts without pretending that panels alone solve the problem.
Design a pilot that produces and tests drinking water for one defined group. Name the solar hours that run the plant, the expected volume of water, the storage tank, the brine-management method, the person responsible for water-quality testing, and the backup plan for cloudy days or equipment failure. State whether the pilot uses roof panels, a small ground site, existing power, or a combination.
Keep the decision local. Do not propose covering the whole coast, banning farms, or building an unregulated device. The test is whether Duneport can safely provide a measured amount of drinkable water while protecting the harbor and respecting the pasture.

Success means Leah can receive water that has been tested, stored safely, and produced under a plan the town can operate and inspect.
A common mistake is to treat a promise of solar power as evidence that the water system works.
Propose the smallest pilot that can be evaluated with real water-quality and operating records.
