Cleanup is not a plan
High-containment labs have leaked ordinary pathogens before. A lock on a door is not a law of nature.
A kill switch — a designed weakness that should stop a cell outside the lab — can be mutated or edited out. Anyone who can build the cell can likely cut the leash. And once a living template exists, the knowledge of how to copy it travels faster than any export form.
Suppose some people could be given a drug. Some unhanded antibiotics might even help a single patient. You still cannot dose a forest. A vaccine built from opposite-handed pieces would be poorly seen by an ordinary immune system. Plants, soil, and wild animals would be left out. A special virus that hunted only mirror bacteria is imaginable; evolution predicts resistance, and no phage has ever reversed a planetary invasion.
That is why waiting for proof of harm is waiting for the thing you cannot take back. Prevention here means keeping the first self-replicating cell unbuilt — not hoping for a later cleanup.

You can now refuse a comforting false plan. The next idea is who actually has the power to refuse the last step.
The tempting mistake is to borrow the pandemic story: invent a shot, scale a factory, recover. That story still lives inside Earth’s handed chemistry.
That is what lets you ask who can build the cell in the first place.
