Invent the local handoff

Invent an application for a named local decision-maker. Start with one bounded question: what should this person know early enough to act?

Then name the signals the system may use, the human or sensor check that tests the map, and the rule for what happens when the prediction is wrong. Keep the map as decision support. Do not make it a hidden authority that allocates help by itself.
