Ask a question the map can answer

A useful geospatial question has four parts: where, when, what, and how.

Where might mean counties, health zones, markets, or grid cells. When might mean last month, next week, or the growing season. What is the target: food insecurity, disease spread, flood risk, or heat exposure? How is the task: ranking places, filling in a finer map, or estimating a value?

PPE infers these constraints from natural language and carries them into data selection and evaluation. A vague question produces a vague model. A bounded question gives the system something that can be tested.
