Some answers never leave the sky
For years the hard question after a coastal disaster was not whether a tower could be rebuilt — it was what talks to an ordinary phone when the ground network is gone and every useful answer still lives far away in a distant cloud. On 2 September 2026, SoftBank Corp. in Japan and Sceye, a U.S. aerospace company, published a new fact from a trial over Japanese airspace. A lighter-than-air station that lives in the stratosphere had flown more than 15,000 kilometres from New Mexico, parked itself off a disaster-scenario coast, and made ordinary smartphones do voice, texts, video, alerts, and a maritime emergency call. That alone would be a story. The sharper news is this: for the first time (SoftBank’s claim as of 23 August 2026), a mobile core and a web server rode with the station, so some answers were processed onboard and never had to leave the sky.
What happened
On 2 September 2026, SoftBank Corp. and Sceye announced that they had completed Japan’s first successful stratospheric HAPS communications trial in Japanese airspace. HAPS means High Altitude Platform Station: a station that lives high in the stratosphere and can act like a cell tower that floats. Sceye’s lighter-than-air platform left Roswell, New Mexico at 10:00 p.m. Japan Standard Time on 9 August 2026, flew more than 15,000 kilometres across the Pacific for about thirteen days, and entered Japanese airspace at 7:11 a.m. on 23 August. It then stayed over an area around Muroto City, Kochi Prefecture, off Cape Muroto — chosen as a large-scale disaster scenario area — and held station within a radius as small as five kilometres under Japanese wind conditions.
A 4G LTE-equivalent base station on the platform connected through a ground gateway into SoftBank’s core network. Ordinary smartphones on the ground ran stable voice calls, including emergency calls, text messages, video streaming and video calls, earthquake and tsunami alert messaging, and a 118 maritime emergency call with the Japan Coast Guard. SoftBank and Sceye also flew a drone under the sky station and kept remote control, location, and video stable.
Here is the sharper scoreboard. SoftBank says this was the world’s first successful trial — based on publicly available information as of 23 August 2026 — in which a mobile core network and a web server were installed on a HAPS, so some smartphone responses could be processed entirely onboard and then relayed back. The average round-trip response time for that onboard path was about 68 milliseconds, more than 40 percent lower latency than sending the same work to the cloud over the Internet. SoftBank is aiming to commercialize HAPS services in Japan from 2027 onward. As of the 2 September announcement, the platform was still flying back toward the United States for endurance verification. This is a trial, not a product you can buy tomorrow.
The one idea
A phone can get a network from a station that lives in the stratosphere — and for the first time a mobile core and web server rode with it, so some answers never had to leave the sky.

Honest limits
- It is a trial service, not commercial service. SoftBank aims for commercialization in Japan from 2027 onward.
- One platform. Station-keeping and weather operations remain hard.
- Not months of persistent product service proven as a finished offering.
- The edge result is a technical verification. The 68-millisecond and “more than 40 percent” figures are from that trial path.
- Coverage and capacity for a real disaster are still to be determined.
- Many of the smartphone tests still went through SoftBank’s core via a ground gateway. Do not invent that every call was fully sky-only.
- Sceye’s design claim that one platform could cover roughly the equivalent of about 500 terrestrial towers is a design claim, not proven product coverage from this trial.
- SoftBank frames HAPS as a layer beside satellites and ground towers, not as a finished satellite replacement.
- Naming a company, or “buy a HAPS,” is not the invention.
