7. Levels: Peoples Among Peoples
So far: one community, one seat. Communities sit among communities. Does the larger space need a new theory? It repeats—same skeleton, one slot changed.
The changed slot: coupling

Domestic vs international is not two sciences. One structure; coupling filled vs empty. Between orders: grammar without teeth. Melian dialogue: strong do what they can—not because there is no floor, but because nothing backs it.
Floor invariant
A people’s standing to constitute itself is recognised, not earned—as a person’s is. Conquest confers no legitimacy. Competence tests for “real peoples” fail the same way as capability tests for persons. A people is the kind aggregated—same line, larger figure.
Protection only as wide as coupling
Build higher-level protection = build coupling upward. Hard constraint: do not build it as a monopoly at the top. A force above all orders would enforce a floor and complete capture at planetary scale—the prize largest, no level above to reclaim from. Disperse as you climb: federation not empire, balance not hegemony.

The age at the top
Means of intelligence concentrate globally. Temptation: one system ends wars, manages commons, greens every measure—in exchange for the highest seat. True about measures, silent about the seat. A world that takes it is safer, richer, coordinated—and captured behind intact sovereignties.
